Track handback - TR12 / TR 13 (Raising and removing speed restrictions) (Also known as Authroised person)
Learning objectives:
Delegates to describe - The track inspection requirements, methods and techniques, prior to raising and removing speed restrictions as Network Rail Company Specification NR/L2/TRK/001.
The levels of authority for raising and removing speed restrictions. What constitutes acceptable stability, geometry and physical characteristics and how to determine these are acceptable.
The types of discrepancy that may be encountered and explain how discrepancies should be rectified.
The acceptable limits of each type of discrepancy and the action that shall be taken when unacceptable limits are reached.
Select and use the appropriate tools required to complete a track inspection and monitoring including the use of gauges and other relevant equipment for measurement and static/dynamic tests and ensure that the tools are fit for use including checking and confirming calibration requirements.
Correctly complete the required docuemntation or accept and c heck completed documentation (TEF3203)

Confirm that engineering work carried out under
traffic has been safely completed;
Confirm that engineering work carried out when the
line is blocked has been safely completed;
Raise or remove an emergency or temporary speed
restriction (ESR or TSR);
raise the permanent line speed (PSR)
A competent authorised person shall undertake inspections on the completion of engineering work to:
B) Confirm the track is safe for existing line speed, or
C) Confirm the track is safe for an increased line speed.
The inspection of the track is undertaken to confirm it is safe for a particular line
Speed in accordance with NR/L2/TRK/001 and other applying Network Rail
Standards and specifications.
The inspection is a review of the stability, position and physical characteristics of the track (construction, track geometry, clearances and component condition).
